Where were the Israelites when Moses gave the Deuteronomy 28 warning?

The Israelites were encamped on the plains of Moab, east of the Jordan River and just east of Jericho. These were the final days of Moses' life, and he was delivering these warnings to the nation before they crossed the Jordan to enter and possess Canaan.

Les explains that the Israelites were still on the plains of Moab, east of the Jordan River and just east of Jericho, in the final days of Moses' life. Moses was passing on the conditions of blessing and cursing that God set before the Israelites before they went into Canaan. In Deuteronomy 28:63, God warned that as He rejoiced to bless them, He would also rejoice to destroy them and pluck them from the land if they were disobedient; verse 64 says the Lord would scatter them among all people.
