How did God establish law and order after the flood?

After the flood, God established law and order by giving man responsibility to restrain murder, instituting human government and capital punishment. Previously there was no deterrent or law against violence; now God mandated accountability to keep the human race from killing each other, as violence had filled the earth before the flood.

Les explains that after the flood, God set up a whole different set of circumstances. He blessed Noah and his sons, telling them to be fruitful, multiply, and replenish the earth. God also placed the fear and dread of man upon every beast, fowl, and fish, and gave permission for every moving thing that lives to be food, even as the green herb. More importantly, in Genesis chapter 9 verse 5, God gave man responsibility to keep the human race from killing each other, because violence had filled the earth and there had been no deterrent, no capital punishment, and no law against those things. Now God institutes man’s responsibility to maintain law and order by instituting human government or capital punishment.
