Who will make war against the two witnesses in Revelation 11?

In Revelation 11, the beast that comes out of the bottomless pit, described as an authority or government, will make war against the two witnesses. This government is either the Antichrist himself or the coalition of nations called the revived Roman Empire. They will succeed in overcoming and killing the two men.

Les explains that the beast coming out of the bottomless pit is not a wild, frozen animal but an authority or government. It will either be the Antichrist himself or the assortment of nations that come together, called the revived Roman Empire. Then verse 7 says this government will make war against the two witnesses, doing everything it can to destroy them. They will succeed and overcome them in spite of their power to resist, and they will kill them. These two men, not angels, will be put to death. Their dead bodies will lie in the street of the great city, spiritually called Sodom and Egypt, where the Lord was crucified—Jerusalem—left to rot on its sun-drenched streets because of mortal hatred for the two men.

Revelation 11:7

And when they shall have finished their testimony, the beast that ascendeth out of the bottomless pit shall make war against them, and shall overcome them, and kill them.
