Will all other lost people still go before the Great White Throne?
Yes. The beast and false prophet are cast alive into the lake of fire without the Great White Throne judgment, but all other lost people will stand before the White Throne and have their moment of time, as Revelation 19 indicates.
Les explains that Revelation 19:20 describes the beast (the Antichrist) and the false prophet being taken and cast alive into the lake of fire. They become the first ones to inhabit the eternal doom of the wicked without the benefit of the Great White Throne judgment. However, all other lost people are going to stand before the White Throne. They will at least have their moment of time and can even put up an argument. Jesus said that in that day they will say, "Lord, didn't we cast out demons, didn't we prophesy in Thy name?" But His answer will be, "Depart from me, I never knew you." So they will have a time of judgment.
