What do the 10 horns in Revelation represent?
The ten horns in Revelation symbolize a government with ten distinctive heads, presidents, or kings. In Scripture, horns always refer to kings or the top leader in control, so the ten horns represent ten ruling authorities within a composite government.
Les explains that horns in Scripture always refer to kings or the top guy in control. In Daniel's vision, the two horns of the ram were the Medes and Persians—two kings, father and son. Coming to Revelation, the leader with ten horns is simply a government with ten distinctive heads, presidents, or kings. Therefore the ten horns symbolize a government of ten ruling heads, not literal horns on one individual.
