What events did Peter connect to Joel's prophecy in Acts 2?

Peter connected the Pentecost events—the Holy Spirit coming down on Israel, the crowd hearing in their own languages, and the charge of drunkenness answered by the third hour—to Joel’s prophecy. He said what they were seeing, and everything witnessed in recent weeks or the last three years, was what Joel foretold.

In Acts 2, the Pentecostal chapter, the Holy Spirit came down to the nation of Israel. The crowd, Jews gathered from across the Roman Empire for the Feast of Pentecost—one of the seven feasts of Jehovah—were amazed to hear in their own language. Some claimed the men were full of new wine, but Peter answered that it was only the third hour, 9 o’clock in the morning. He then said what they were seeing was that which Joel prophesied, and that everything seen in the last few weeks, even the last three years and some weeks, was what Joel had foretold.
