What spiritual climate did Israel need before the Redeemer would come to Zion?
Israel needed a spiritual climate of complete national faith: every individual had to be a believer, not merely a majority. Scripture says the Redeemer would come to Zion, Jerusalem, unto those in Jacob who turn from transgression. Peter later confirms that this required one hundred percent, not ninety percent, of the people turning to God.
Les explains from Isaiah 59:20 that the Redeemer shall come to Zion, which is Jerusalem, and unto them that turn from transgression in Jacob. He asks what Israel's spiritual climate would have to be and answers that every one of them had to be a believer. Les connects this to Peter in Acts, noting Peter said every one of you—not ninety percent—because it had to be one hundred percent. Israel could have been a kingdom of priests and evangelized the Gentiles, but the requirement was wholehearted national repentance and faith.
And the Redeemer shall come to Zion, and unto them that turn from transgression in Jacob, saith the LORD.
