What does Hebrews 9:14 mean by 'through the eternal Spirit'?

Hebrews 9:14’s phrase “through the eternal Spirit” means through the power of the Holy Spirit. By that Spirit, Christ offered Himself without spot to God, and His blood purges the conscience from dead works so believers may serve the living God.

Les explains that “through the eternal Spirit” is “through the power of the Holy Spirit.” The passage presents this as better than the earlier good things: the blood of Christ was offered through the Spirit, and He offered Himself without spot to God. The result is that it purges the conscience from dead works to serve the living God. Les then connects this to verse 22, which he calls an absolute of Scripture: almost all things are by law purged with blood, and without the shedding of blood there is no remission.
