Is it true that God has already decided who is saved and who is lost and there is nothing we can do?

No. The idea that God has already determined who is saved and lost, leaving nothing anyone can do, is a false teaching. God knew from eternity past who would be believers, yet the Gospel must still be taken to all, and whosoever will may come.

Les explains that Ephesians 1:3-4 has been twisted into a fatalistic false teaching: that God already determined who would be saved and lost, so there is nothing anyone can do and no use trying to evangelize. He says, "No, that's not what it means." God indeed knew from eternity past that we would be believers, but that does not excuse believers from taking the Gospel to the ends of the earth and making everyone aware of their opportunity for salvation. As taught in Romans 9, the "whosoever will" may come, while Scripture also says believers were chosen before the foundation of the world.
