Was the Law perfect?

The Law was perfect from God's point of view, being the very mind of God, but from man's standpoint it was weak and beggarly because man could not keep it; there was no power in the Law to help him keep it.

Les explains that when asking what the Law was, the answer is: perfect. It was the very mind of God, perfect from God's point of view. But from man's point of view, it was something he couldn't keep. It was weak and beggarly. Even though it was perfect from God's standpoint, man could not keep it because there was no power in the Law to help him keep it. Les illustrates that God gave it to Moses on cold stone, not on a beautiful piece of lambskin. Stone is not cuddly; it is cold and not something you can bring to yourself. That was the Law—cold and beggarly, as Paul says.
