Where did Paul meet Barnabas, and what came before that?

Paul met Barnabas at Antioch. This came after Paul had been in Cilicia. Prior to that, Paul was converted on the road to Damascus and spent three years, likely in Arabia, before eventually reaching Antioch and later going to Jerusalem with Barnabas.

Les explains that the question is where Paul hooked up with Barnabas, and the answer is up at Antioch. Paul got to Antioch after he had been up to Cilicia. Les points out there is a time frame between Paul's conversion and the Jerusalem Council. Paul was saved on the road to Damascus, spent three years (whether divided between Arabia and Damascus or, as Les feels, all in Arabia), and fourteen years after his conversion went up again to Jerusalem with Barnabas. Most chronologists date this Jerusalem Council around 51 or 52 A.D., though chronologers disagree on exact dates.
