Why did Moses put a veil over his face in 2 Corinthians 3:13?

Moses veiled his face so the children of Israel could not steadfastly look to the end of that which is abolished. The veil was not because they could not stand the brightness of his complexion, but because they could not see the termination of the whole system of Law.

Les explains that Moses was not operating under the same setup as grace. When Moses put the veil over his head, the issue was not that Israel could not endure the brightness of his face; rather, they could not see the end of the whole system of Law. Even now, Les says, Israel is blinded to the fact that the Law has passed off the scene, is abolished, and has been replaced by the tremendous revelation of the mysteries—the grace of God. He also cautions that grace is not licensed; believers do not want to live like the devil's crowd, because their desires and lifestyles are totally different.
