Why is the veil still on Moses' head for the average Jewish person today?

Because their minds remain blinded, the average Jewish person still binds himself to the Law and reads Moses/Torah without seeing that the Law was done away in Christ. The same veil remains untaken when the Old Testament is read, preventing them from seeing the Law has ended and something better has come.

Les explains that Israel’s minds were blinded, and until this day the same veil remains untaken when the Old Testament is read. The Law was given to Israel to prepare them for the coming Messiah, but in unbelief they failed it from start to finish. When Christ finished the work of redemption by His death, burial, and resurrection, the whole system of Law was abolished, because something far better had come. Yet the average Jew in his blindness is still tying himself to the Law, and to him the veil is still on Moses’ head; he cannot see that it has come to an end. Even in synagogue worship, where the Torah is read sincerely, that veil remains upon their heart, keeping them from seeing that the Law has passed off the scene.

2 Corinthians 3:14

But their minds were blinded: for until this day remaineth the same vail untaken away in the reading of the old testament; which vail is done away in Christ.

2 Corinthians 3:15

But even unto this day, when Moses is read, the vail is upon their heart.
