Is God extending salvation to the Jews according to election?

Yes. As touching election, God is extending salvation to the Jews, and they are beloved for the fathers' sake. Although concerning the Gospel they are enemies, that opposition does not nullify God's elective purpose because of His special relationship with Abraham, Isaac, and Jacob.

Les explains that Paul's Gospel is the Gospel of the Grace of God: Christ died, shed His blood, was buried, and rose again. The Jew has opposed this Gospel since it began, so concerning the Gospel they are enemies for your sakes. But Paul says not to lose sight of election: as touching election, God is extending salvation to them, and they are beloved for the Father's sake. The fathers in view are Abraham, Isaac, and Jacob, and God had a special relationship with Abraham.

Romans 11:28

As concerning the gospel, they are enemies for your sakes: but as touching the election, they are beloved for the fathers’ sakes.

Does Romans 11 prove God is not finished with Israel?

Anyone who maintains that God is through with the Jew and that there is no more fulfilling of Old Testament promises would have to tear Romans 11 out of the Bible, because the chapter declares that God is not through with Israel and will yet fulfill all the promises made to Abraham.
