Why did the Jews pursue Paul from city to city?

The Jews pursued Paul from city to city because, rather than producing the envy that might lead to emulation and salvation, his ministry stirred hatred among them. They became his constant opposition, especially as he traveled from Philippi to Thessalonica, Berea, and Athens.

Les explains that Paul never lost his love for his kinsmen according to the flesh, the Jew, even though he recognized himself as the apostle of the Gentiles. His heart's desire was to see Jews come into the knowledge of salvation, and he spoke of bringing them to emulation so that some might be saved. Yet as he came down the shores of Greece—from Philippi to Thessalonica, to Berea, to Athens—they were his enemies and constant opposition. They pursued him from city to city because, instead of creating an envy that would bring emulation, they created a hatred.

Romans 11:14

If by any means I may provoke to emulation them which are my flesh, and might save some of them.
