What does Isaiah say concerning Israel in Romans 9:27?

Isaiah declares that even though the number of the children of Israel be as the sand of the sea, only a remnant shall be saved. This confirms God has always preserved a small believing remnant within the nation, not the majority.

Les teaches that in Romans 9:27 Paul goes to yet another portion of the Old Testament, to Isaiah, who cries concerning Israel: though the number of the children of Israel be as the sand of the sea, a remnant shall be saved. Les stresses what he calls a doctrine of the remnant all through Scripture: God has never enjoyed the majority, but always a small remnant. He points to the flood, where out of all those people only eight remained true to God. Then when the nation of Israel comes into view, the Word would light on Jacob, the whole nation, but only a few out of Jacob responded and believed, usually referred to as Israel. It is the same way from this portion in Isaiah: God has always had His remnant, even within the nation of Israel.
