What did God tell Moses about showing compassion and mercy?

God told Moses that He will have compassion on whom He will have compassion and mercy on whom He will have mercy, because He is sovereign and the final authority. This statement came when Moses was flat on his face after the golden calf episode.

Les explains that this declaration is what Paul refers to in Romans chapter 9. When Moses was flat on his face after the golden calf episode, God told him, “I will have compassion on whom I will have compassion, and I will have mercy on whom I will have mercy,” because He is sovereign and the final authority. Les then connects this to Romans 9:16, which says mercy is not of him that willeth nor of him that runneth, but of God who showeth mercy. Earlier, Les also notes God has already poured out His mercy at the cross, and believers appropriate it by faith.
