Does God know what needs to be done to reconcile fallen man?
Yes. Because God is holy, righteous, omnipotent, and full of all knowledge, He knows exactly what must be done to reconcile fallen man back to Himself. Though sovereign and able to act any way He chooses, He never violates His own principles, so the reconciliation required the finished work of the cross.
