How does God view lost people who have not come back to Him?

Scripture describes lost people who have not returned to God as enemies and aliens, outside His control. Yet God views them with continuing love, pouring out grace and offering salvation, as Romans 5:10 says: while enemies, we were reconciled through the death of His Son.

Using the illustration of a foreigner not under Russian law, the teaching explains that lost people are not under God's control; they are enemies and aliens until they come back and come God's way. That is how God views the mass of humanity outside His way. Yet God does not stop loving His enemies. He keeps pouring out His grace upon them and offering them salvation. Romans 5:10 is cited: while we were enemies, we were reconciled to God by the death of His Son. The cross made reconciliation not merely possible but available to the whole human race. For believers, being reconciled means salvation is secured by Christ's life, not only His death, because He arose victorious over sin, death, and hell, and that victory is imputed to their account, giving eternal life.
