Who is under the decree that all have sinned and come short of God's glory?

Every child of Adam—Jew and Gentile alike—is under the decree that all have sinned and come short of God's glory. The immoral, religious, and moral person are included; none can merit favor with God. There is no difference, for everyone is on the same level and all are condemned.

The context treats Romans 3:23 as the capstone of chapters 1 and 2. It covers the immoral man, the religious man, and the moral man, and shows that none made any difference. Les teaches that every child of Adam is now under this decree: all have sinned and come short of the glory of God. There is no distinction between Jew and Gentile; the Jew's former preeminence with the law, the Word, and the priesthood is gone. Everybody is on the same level, all are condemned, and no one can merit favor with God on his own.
