Why were the people in Romans 1:24 not restrained in their uncleanness?

They were not restrained because they were under nothing more than idolatry, and idolatry has no moral code. God gave them up to uncleanness through the lusts or desires of their own hearts, so they dishonored their own bodies between themselves.

Les explains that Romans 1:24 follows the idolatry of verse 23. Because they were now under nothing more than idolatry, there was nothing to restrain them, since idolatry has no moral code. He notes that at the very core of idolatrous and mythological religions is immorality; the pagan temples of the old Greek and Roman gods were just glorified houses of prostitution in the name of religion. Thus idolatry led directly to the immorality of verse 24, and mankind is never satisfied to stay on that level.
