To whom did the believers scattered after Stephen's persecution preach?

The believers scattered by the persecution that arose around Stephen preached the word to none but Jews only. They traveled as far as Phoenicia, Cyprus, and Antioch, but confined their preaching to Jewish audiences, having no concept of going to Gentiles at that transitional time.

Les explains that Acts is a transitional book. In Acts 11:19, those scattered by the persecution around Stephen traveled to Phoenicia, Cyprus, and Antioch, preaching the word to none but Jews only. He notes this verse opened his eyes because he had assumed the New Testament immediately meant the whole world was given the Gospel. But it wasn't; the Gospel had been confined to Israel, and these Jewish believers had no concept of going to Gentiles. This shows the transition to the Gentile program was only beginning, and the Jewish program was slipping away.

Acts 11:19

Now they which were scattered abroad upon the persecution that arose about Stephen travelled as far as Phenice, and Cyprus, and Antioch, preaching the word to none but unto the Jews only.
