Where did Jesus choose the twelve apostles, and were they all Jews?

Jesus chose the twelve apostles around Galilee, within the borders of Israel, according to the context. They were all Jews, chosen from among Israel. He then commanded them not to go to Gentiles or Samaritans but to the lost sheep of the house of Israel.

Les explains that at the very onset of Christ's earthly ministry, Jesus chose the twelve up there around Galilee, and they were all chosen within the borders of Israel. They were all Jews. Jesus then gave them their marching orders in Matthew 10:5, commanding them not to go into the way of the Gentiles or into any city of the Samaritans, but rather to go to the lost sheep of the house of Israel. Les also points to Matthew 15 and the Canaanite woman to show that the twelve were aware Jesus had restricted their mission to Israel.
