When are a believer's shackles broken by God?

A believer's shackles are broken by the very power of God at the moment of belief. Salvation breaks the bond of iniquity and the chains of Satan, setting the believer truly free. This freedom comes when one believes, not through human effort or lifestyle, as Simon's unbelief illustrates.

Les teaches that salvation breaks the bond of iniquity and the chains of Satan. While Peter described Simon as being in the gall of bitterness and the bond of iniquity, that is not the description of a believer. Salvation sets believers free. Les often tells his classes that the 1960s hippie movement thought they were free, but they were actually bound in the very bonds of Satan himself. The believer, however, is truly set free, and all those shackles are broken by the very power of God when we believe. By contrast, Simon could not believe and saw only the material.
