What do the wonders in heaven, blood, fire and vapor of smoke in Acts 2:19-20 refer to?

Acts 2:19-20's wonders in heaven, signs in the earth, blood, fire, and vapor of smoke refer to the tribulation. Peter, quoting Joel, had no inkling that anything else would come first; he expected the tribulation to be the next event on the prophetic agenda.

Les explains that Acts 2:19-20 describes the coming tribulation period, with wonders in heaven and signs in the earth beneath—blood, fire, and vapor of smoke. Peter, preaching under the Old Testament economy, quoted Joel and assumed this tribulation was the very next event on God's agenda. Les points out that Peter had no inkling that anything else would intervene before those prophetic signs were fulfilled. The same salvation language appears later in Romans 10, but Paul applies it to where we are today, not to kingdom ground through Israel.
