Why couldn't Philip bring the Greeks directly to Jesus?

Philip remembered earlier events in chapters 10 and 15 and knew he could not simply bring a group of Gentiles directly into Christ's presence. Rather than bear that responsibility alone, he turned to Andrew, telling him Greeks wanted to see Jesus and asking what they should do.

Les explains that Philip recalled what had happened in chapter 10 and chapter 15, so he knew he could not just bring a group of Gentiles into Christ's presence. Because he did not want to take sole responsibility for not doing it alone, he went to Andrew and told him that Greeks wanted to see Jesus, asking what they were going to do. Les pictures Philip as being in a dilemma.
