How can Paul's mysteries be new but also in fulfillment?

Paul’s mysteries are new because this body of truth had never before been mentioned, yet they are in fulfillment because they come in after Israel’s rejection and are part of God’s dealing. Paul refers to this newly revealed body of truth as the mysteries, and when it is complete the final seven years and Second Coming follow.

Les teaches that after Israel rejected the prophetic program—even as Peter continued appealing to the Jew in Acts—God brought in a body of truth never before mentioned. It is all in fulfillment, yet Paul calls it the mysteries. When that body of truth is complete, the final seven years and the Second Coming return to prophecy.
