What does 'he that is unjust, let him be unjust still' mean?

The phrase means that those who are doomed will not be changed; they are fixed in their place and will remain there for all eternity. It contrasts with the righteous and holy, who are to remain righteous and holy still, as stated in the context.

Les explains that “he that is unjust, let him be unjust still” means those who are doomed are not going to be changed. They are in their place, and they are going to stay there for all eternity. The same passage adds that he who is filthy is to be filthy still, while he who is righteous is to be righteous still, and he who is holy is to be holy still. This follows the instruction not to seal the sayings of the prophecy of this Book, because the time is at hand. The promise is also given, “Behold, I come quickly,” with His reward to give every man according as his work shall be. Les notes this reverts to the earthly experience of every believer, whose daily activities will carry into the eternal state; God will not forget.

Revelation 22:11

He that is unjust, let him be unjust still: and he which is filthy, let him be filthy still: and he that is righteous, let him be righteous still: and he that is holy, let him be holy still.
