Why was Rome different from all empires before it?

Rome was different because it exercised control over the general population of the then-known world like no earlier empire, was politically strong, and initiated a democratic form of government never before conceived. Its ten horns symbolize kings, and it later reappears as the revived Roman empire.

Les teaches that Rome was the empire with control over the then-known world's general population like no other before it. He notes it had great iron teeth, was strong politically, devoured and broke pieces, and stamped the residue with its feet. It was diverse or different from all earlier empires because it began a democratic form of government never dreamed of before. The semicolon in the verse jumps about 1,700 years from Rome's end between 300 and 400 A.D. to the present and the European community as the revived Roman empire. The ten horns are kings and become the base of operation for the world ruler called the Antichrist.
