How is the righteousness of God received in Romans 3:22?

According to Romans 3:22, the righteousness of God is received by faith in Jesus Christ, not by the deeds of the law. It is unto all and upon all who believe, with nothing else added. This righteousness is available without distinction, since there is no difference between Jew and Gentile.

Les explains that Romans 3:21 introduces a change: verse 20 spoke of the deeds of the law, but now the righteousness of God without the law is manifested, being witnessed by the law and the prophets. Nothing flies in the face of something else in Scripture; it all fits in that overall plan. He then reads verse 22: even the righteousness of God, which is by faith of Jesus Christ, is unto all and upon all them that believe—plus nothing, with anything else added. He stresses that we always have to know what we believe, for there is no difference. The no difference is between Jew and Gentile, and this is what got Paul in trouble with his Jewish people. Les notes that as soon as God pulled Israel out of Egypt, He told them they were different, set apart, not to have anything to do with the pagans, not to intermarry with them. That tradition made it hard for Jews of Paul's day to accept that there was now no difference. Verse 23 then says all have sinned, not just the Gentiles.
