Was it contrary to God's Word for Peter and the apostles to wait in Jerusalem instead of ministering to the Gentiles?

No. It was not contrary to God's Word for Peter and the apostles to wait in Jerusalem. Peter understood he had no ministry to the Gentiles until Israel's king was in place, and Peter and the eleven understood they could not evangelize the Gentile world until this had come to fruition.

Les explains that despite the horrible persecution, these twelve men stayed in Jerusalem. He says it was not contrary to the Word of God, because Peter understood he had no ministry to the Gentiles until Israel's king was in place. If they left Jerusalem, the Messiah would come again and they would be gone. Les adds that Peter and the eleven perfectly well understood they could not go out and evangelize the Gentile world until this had come to fruition. Later, Acts 11:19 shows those scattered by the persecution went as far as Phoenix, Cyprus, and Antioch.
