Why did the Apostle Paul appeal to Caesar?
Paul appealed to Caesar because Rome's legal system allowed a person to be presumed innocent until proven guilty. Israel would not grant him that fairness, so he sought Caesar's courts, where he believed he had a good chance to be proven innocent and released.
Les explains that Rome's primary enduring contribution was its whole system of courts and law. Rome was the first empire to declare a man innocent until he was proven guilty. That is why Paul appealed to Rome. Even Israel would not give him that much day time, so he said, "If you don't give me a fair shake, I appeal to Caesar." Paul knew that in Caesar's courts he would have as good a chance as any place to be proven innocent and then released.
