In Ephesians 1:9, Paul writes that God has made known unto us the mystery, or the secret, of His will, according to His good pleasure which He purposed in Himself. Everything starts and finishes in the mind of God. Moses dealt with the same God, who kept things secret until He saw fit to reveal them.
