How did Paul end up in Rome waiting for justice?

Paul ended up in Rome after Jews opposed his message of salvation and repeatedly sought to kill him. The Romans took him into custody, so he appealed to Caesar. He was then brought to Rome, where he waited under house arrest for justice, bound in a chain for the hope of Israel.

Les explains that the Jews treated Paul just as he had treated them earlier, constantly seeking his life. The Romans then took him under their wing, and he had to appeal to Caesar, which is why he was in Rome waiting for justice to be meted out. Paul said the Jews spoke against his message of salvation, so he was constrained to appeal unto Caesar. He told the Jewish leaders he had nothing to accuse his nation of and that for the hope of Israel he was bound in that chain. Even when they tried to put him to death and upset his ministry, he never lost his love for his kinsmen according to the flesh. Later, after the Jewish leaders in Rome met with him under house arrest, they could not agree among themselves and departed. Les notes that Paul then went back to the Old Testament and cited what the Holy Spirit spoke by Isaiah.
