Is the Book of Acts meant to be used as a doctrinal base?

No. The Book of Acts is not a doctrinal book but a transitional, historical record of God's shift from dealing with Israel to turning to the Gentiles. Using Acts as a doctrinal base creates problems; basic doctrines for today come from Paul's letters, Romans through Philemon or Hebrews.

Les teaches that the Book of Acts is not a doctrinal book but a transitional book. It records the historical shift from God dealing with Israel to His turning to the Gentiles. He warns that trying to dig doctrine out of Acts leads to problems. For basic doctrines today, he directs people to Paul's letters—Romans through Hebrews, or Romans through Philemon if Hebrews is left out. Acts merely shows the transition, with the two economies running side by side until one drops away.
