Does Genesis 1:6-23 describe creation or restoration?

Genesis 1:6–23 describes restoration, not creation. The verses contain no single word indicating creation as such. Instead, God takes what had been under water and darkness because of a previous judgment and simply restores it to a functional operation, as the context explains.

Les teaches that when you read Genesis 1:6 through verse 23, there is not a single word that indicates creation as such. Rather, the language shows God taking that which was found in previous verses—under water and under darkness as the result of a previous judgment—and restoring everything to a functional operation. He encouraged his class to read these verses and take note of this distinction.
