Who received the Law that God gave to Moses at Mount Sinai?

At Mount Sinai, God gave the Law to Moses, and Moses brought it down to Israel. Only Israel received the Law's ramifications, although the Law also affected the whole human race. So Israel was the recipient of the Law given through Moses.

Les explains that when God did much the same thing with Moses at Mount Sinai, God gave Moses the Law, and Moses took the Law down to Israel. Only Israel received the ramifications of the Law, although the Law certainly affected the whole human race. Les then contrasts this with 1,500 years later, when the same unchanging God dealt with a different individual, Paul. God gave Paul the doctrines of grace embedded in the Mysteries, and Paul was instructed to take that message far hence to the Gentiles, and also the Jews, rather than down to the nation of Israel.
