Will believers rule and reign with Christ when His Kingdom comes back to earth?
Yes. The Kingdom is one day coming back to the earth; believers will come with Him and will rule and reign with Him as members of that Kingdom in heaven. Their citizenship is already in heaven, and they await the Savior, the Lord Jesus Christ.

The moment a person becomes a believer and is placed in Christ, they are also made members of the Kingdom of Christ in heaven, but are left on earth as ambassadors to represent their homeland and serve as ministers of reconciliation.
