With whom was God grieved for forty years in Hebrews 3:17?

Hebrews 3:17 refers to the Israelites who sinned in the wilderness, whose carcasses fell there. God was grieved with that generation for forty years because they came out of Egypt but responded in unbelief, except Joshua, Caleb, Moses, and Aaron.

Les teaches that Hebrews 3:17 asks with whom God was grieved for the whole forty years, and the answer is those who sinned, whose carcasses fell in the wilderness. He notes that this refers to the generation that came out of Egypt by Moses, most of whom provoked God in unbelief. Only Joshua, Caleb, Moses, and Aaron escaped that judgment. Les also reminds that just a few months earlier they had fallen into the immoral worship of the golden calf.

But with whom was he grieved forty years? was it not with them that had sinned, whose carcases fell in the wilderness?
