What had been completed by Exodus 40 verse 33?

By Exodus 40:33, the tabernacle had been set up with all its furnishings in place, and the court—that linen wall—had been reared up. The gold, silver, beautiful clothing, and linen the Israelites brought had been crafted by the craftsmen, and everything was made functional.

Les explains that this was still in the first 12-month period since Israel left Egypt, gathered around Sinai. The people had brought in gold, silver, beautiful clothing, and linen cloth, which they got when they spoiled Egypt. Craftsmen put it all together, and the tabernacle was ready to be erected. By Exodus 40:33, the tabernacle was set up, all the furnishings were inside, and the court—the linen wall—was reared up. Everything was made functional.

Exodus 40:33

And he reared up the court round about the tabernacle and the altar, and set up the hanging of the court gate. So Moses finished the work.
