What was the second manifestation of the Holy Spirit in the book of Acts?

The second manifestation was the Holy Spirit poured out on the Gentile household of Cornelius, evidenced by their speaking in known languages and magnifying God. The Jews with Peter recognized it because they heard the Gentiles speak in languages beyond their normal speech, and this marked the second time the Spirit was manifested this way in Acts.

Les teaches that the first occurrence was at Acts 2, strictly to Jews. The second was to the whole house of Gentiles—Cornelius and his household—when the Holy Spirit was poured out and they spoke with known languages, magnifying God. They were not talking to God but to fellow men, in the presence of the Jews who came with Peter. There was no unknown language or guttural sound; it was speaking languages. This was the second time the Spirit was manifested by giving the gift of speaking more language than they normally lived with. The third and last time in Acts is chapter 19, a unique small group representative of a larger group.
