Where does the Old Testament predict the rulers and kings conspiring to kill the Messiah?

Psalm 2 predicts that the rulers of Israel and the kings of the earth would consort together and put the Messiah to death. Scripture foretold that Jew and Gentile together would conspire and crucify Him, showing it was not Israel alone but both together.

Les explains that when the religious leaders of Israel and Rome consorted together, it fulfilled Psalm 2, which says the rulers of Israel and the kings of this earth would consort together and put the Messiah to death. He notes this is why Israel alone cannot be called the Christ killers—they asked for it and demanded it, but Rome carried it out. Jew and Gentile together consorted and crucified Him. Les also emphasizes God was not caught by surprise; it was all in His foreknowledge. Jesus told the twelve in northern Israel, before going up to Jerusalem, detail by detail what would happen: He would be scourged, beaten, put to death, and raised on the third day. He knew this from eternity past.
