Is every person's existence a sovereign act of God?

He warns never to sell short the sovereignty of God, and says it was only by His grace that He reached down and chose us. To the unbeliever, he says not to worry about whether you are chosen; believe the gospel, and once you believe, God will move in grace and show these truths little by little.
