Can you buy the gift and power of the Holy Spirit?

No, the gift and power of the Holy Spirit cannot be bought with money. Simon attempted to purchase it in Samaria, and Peter rebuked him, saying his money would perish with him. The Holy Spirit is a gift from God, received not by earning or payment, but because believers are bought with the blood of Christ.
