The covenant of the Law came about after the Abrahamic covenant was repeated to Isaac and Jacob. God gave Moses the Ten Commandments on the mountain, and Moses came down and gave the Law to Israel. This established the Law covenant with the nation of Israel.

Moses led them out as a company of 5-7 million people, the greatest number of any one nation in that part of the world. Les also notes that Deuteronomy 30 introduces yet another covenant, the Palestinian covenant, which originates with God and no one will ever be able to break.
