How did Balaam plan to make Israel fall into sin?

When Balaam could not curse Israel because God would not permit it, he proposed a satanically inspired alternative: have the Moabites send their prettiest women to seduce Jewish young men. This worked, causing Israel to lose their separated character, and God's judgment fell, with 23,000 Jews put to death.

Les explains that Balaam was a false prophet whom Balak, the king of Moab, brought over to curse Israel because Balak knew he could not defeat them militarily—there were too many. Balaam could not curse them because God would not let him. So Balaam had another satanically inspired thought: he told the Moabites to put their prettiest girls out where those Jewish young men could be seduced by them. It worked. God let judgment fall, and 23,000 Jews had to be put to death because they had lost their separated character. Les connects this to the principle that God had mandated Israel to stay separated from the Gentiles, and as soon as they lost that separation, God's judgment fell.
