Why did the apostles refuse to leave Jerusalem during the persecution?

The twelve apostles refused to leave Jerusalem because they were still looking for the King to return at any moment. Since Christ would return to Jerusalem and not to another city, they stayed put so they would not miss His coming, even amid severe persecution.

Les explains that despite the terrible persecution coming upon these believers, these 12 men did not run. Everyone else was fleeing for their life, but these 12 men sat tight. He points out that even seven years after the Great Commission, they were still in Jerusalem, because they were still looking for the King. They were not about to be down in Alexandria, Egypt if Christ should return, because He is not going to return to Alexandria; He is going to return to Jerusalem. Les gives the illustration of waiting at a bus depot: he would not cross the street to get a cup of coffee, because as sure as he was over there having coffee, the bus would pull in and he would not be there. That was the same attitude of these 12 men. They were not going to leave Jerusalem, no matter how tough it got, because they were still looking for the King at any moment. Les says the main thing to see is that we have all been impressed with the idea that they were already going out into the ends of the earth with the Gospel.
