What did God's determinate counsel and foreknowledge include before creation?
Before anything was created, it included the Godhead's pre-planned decision to create, bring the human race on the scene, and provide a Redeemer because He knew humanity would sin. It also covered Israel's rejection of the King and Kingdom when Christ came the first time, so God was never taken by surprise.
Les teaches from Acts 2:23 that Christ was delivered by the determinate counsel and foreknowledge of God. The word counsel denotes a meeting of minds. Peter had just accused Israel of killing their Messiah, but God was not taken by surprise. Long before anything was created, the Godhead determined—in a split-second decision—that they would create and bring the human race on the scene. Knowing the human race would sin and need a Redeemer, it was all pre-planned. In God's foreknowledge, He also knew Israel would reject the opportunity to have the King and the Kingdom when Christ came the first time.
