Does the Bible forbid women from wearing pants using the Old Testament clothing law?

No. The Old Testament verse about a woman not wearing what pertains to a man does not forbid pants. In Old Testament days men wore tunics and robes, not pants, so applying that law to women's slacks becomes foolish. Such law was written directly to the Jew under the Law and should not be forced on us today.

Les explains that years ago someone was decrying women wearing slacks and appealed to the Old Testament verse that a woman shall not wear what pertains to a man. Les points out that men in Old Testament days wore tunics and robes, not pants, so the verse cannot reasonably be used to forbid women's pants; it becomes foolish. He says we must be discerning. Things God hates in the Old Testament, such as drunkenness, misuse of widows, and corruption among clergy or priests, are still appropriate. But particular regulations written directly to the Jew under the Law should not be forced, because they are not for us. The Jewish program has slipped off the scene, and something new has come in.

Does the Old Testament 'a woman shall not wear that which pertaineth to a man' mean women can't wear pants?

Using the Old Testament statement that a woman shall not wear that which pertaineth to a man to condemn women wearing slacks is foolish, because men in Old Testament days wore tunics and robes, not pants.
