Who placed the sins of Israel on the scapegoat by laying hands on it?

The High Priest alone could lay his hands on the scapegoat and symbolically place all the sins of Israel upon it. Only he could enter behind the veil and sprinkle blood on the mercy seat; this entire ritual was exclusively his work.

Les explains that the other goat was immediately killed, and its blood was used for sprinkling on the mercy seat behind the veil. But only one man in Israel could do all this: the High Priest. He alone could go in behind the veil and sprinkle the blood on the mercy seat. He alone could lay his hands on the scapegoat and symbolically place all the sins of Israel upon it. That was the work of the High Priest. Les then puts this on hold for a moment and returns to Genesis 14, where Abraham pursued the kings that had overrun Lot's hometown of Sodom and brought Lot and his family back.
